Overview

About Moorabool Shire Council

Moorabool Shire Council is a peri-urban local government located between Ballarat, Geelong and Melbourne. The council operates across a 2,000 km² region with more than 300 staff across multiple offices and processes approximately 650 invoices each month.

As invoice volumes increased, the council needed to modernise a paper-heavy accounts payable process and give its Finance team a more scalable way to manage invoice processing across the organisation.

The Challenge

Growing invoice volumes were putting pressure on a manual AP process

Moorabool Shire Council’s accounts payable process relied heavily on manual work. Staff printed PDF invoices, filed them manually and re-entered data into the finance system, limiting the team’s capacity for higher-value work.

At the same time, invoice volumes were increasing as the Shire’s population grew. The AP team was finding it harder to absorb the additional workload, while organisational changes had created key-person risk. The council also needed the new process to work effectively with its TechnologyOne environment across multiple locations.

Paper-heavy processing

Staff printed, filed and manually re-entered invoice information.

Growing workload

Increasing invoice volumes were putting additional pressure on the AP team.

Key-person risk

Organisational changes increased reliance on individual staff knowledge and capacity.

Limited capacity

Manual processing reduced the time available for vendor support, training and improvement work.
“We’ve saved one FTE in staff just purely on the manual data entry processes that are now automated. It’s also allowed our team to focus more on training staff and building relationships with vendors. It’s been a really successful outcome.”
— Robin Hint, Coordinator of Financial Services
The Solution

RapidP2P Accounts Payable Automation integrated with TechnologyOne

Moorabool Shire Council implemented RapidP2P Accounts Payable Automation as a fully integrated solution with TechnologyOne. The new process automates invoice scanning, data extraction, validation and posting, reducing the need for manual input at multiple stages.

Automatic data matching and invoice validation improve accuracy before information is posted into the finance system, while digital workflows give staff real-time visibility over invoice progress and approval status.

The implementation was designed, configured and integrated in collaboration with Moorabool Shire Council and Atturra, with the project delivered in six weeks and within budget.

The Results

More AP capacity, less overtime and stronger visibility across Finance

Moorabool Shire Council now processes around 650 invoices each month with very little manual input. Automation has freed capacity within the AP team, reduced repetitive checking and created more time for higher-value work.

The fully digital process has also improved invoice visibility, reporting accuracy and communication across Finance. Staff can find invoices and check their status quickly, while the AP team has more capacity to support vendors, train internal staff and contribute to broader improvement initiatives.
